The U.S. Environmental Protection Agency is warning residents in Lakewood that long-term exposure to a toxic chemical used by a local commercial sterilizing company could significantly increase their lifetime risk of cancer.

The alert to residents comes as the federal agency re-evaluates the potential danger of ethylene oxide, a toxic gas released into the air by Terumo BCT Sterilization Service, Inc., which manufactures products that collect, separate and process blood and other cells.

Ethylene oxide emissions from the Terumo BCT plant in Lakewood are below state and federal pollution limits, but new computer modeling suggests “elevated risks” for residents who live near it and 22 similar sites across the country, EPA officials said.

Those models suggest constant exposure to ethylene oxide emissions from Terumo BCT, even if they’re under current state and federal limits, could lead to an additional 1 to 6 cancer cases among 10,000 people. EPA officials said the agency will propose additional regulations this year to reduce ethylene oxide risks posed by commercial sterilizers.

In a statement, a representative for Terumo BCT said the company is “extremely diligent” in its use of the toxic compound and stressed that the EPA modeling showed potential cancer risks, not confirmed increases of cancer in the community.

“Terumo BCT supports EPA’s nationwide review of [ethylene oxide] use and emission levels and its efforts to engage the community on new risk information. We will continue to provide data and the expertise of our team to assist EPA in its review.”

What is ethylene oxide?

Ethylene oxide is a sweet-smelling, colorless gas that was first manufactured on an industrial scale in 1914. It serves as a raw material for many industrial processes and is used directly as a fungicide, insecticide and a sterilizing compound for medical equipment, according to a history compiled by the American Chemical Society, which notes many of the same characteristics that make it useful also make it dangerous.

The EPA in 2016 classified ethylene oxide as a human carcinogen, a move that triggered it and state environmental regulators to re-examine facilities that used the compound. When the EPA released an updated version of its nationwide assessment on health risks from air pollutants in 2018, the Colorado Department of Public Health and the Environment launched a more thorough investigation of operations at Terumo BCT Sterilization Services.

Computer modeling at the time predicted cancer risks near the plant were above “acceptable” federal levels, said Leah Schleifer, a spokesperson for the state agency. The follow-up investigation “found no evidence that there currently is more cancer in the communities around Terumo BCT than in surrounding areas,” Schleifer said.

The company installed additional controls at the Lakewood plant in 2018, which significantly reduced ethylene oxide emissions, state environmental regulators found. Jessi Done, the senior plant manager for sterilization at the Lakewood site, said the company has also installed another piece of emissions control technology called a catalytic oxidizer that will come online in 2023 and is expected to further reduce emissions.

Research has linked ethylene oxide exposure to lymphoma, leukemia and breast cancer. A 2021 analysis by ProPublica showed roughly a quarter of the nearly 100 commercial sterilizers the EPA regulates have exposed nearby residents to unacceptable cancer risks and found ethylene oxide contributes more to cancer risk than any other toxic air pollutant released by American industry.

CPR News spoke to several long-time residents who live in neighborhoods near Terumo BCT, all of whom declined to give their names, who said they weren’t aware of the plant’s emissions or any of the state or federal government’s efforts to inform the nearby community of potential health risks.

The EPA will hold a community meeting and webinar about ethylene oxide emissions from Terumo BCT on Oct. 25.

LAKEWOOD, Colo. — Firefighters from West Metro Fire (WMF) responded to an early-morning fire Tuesday.

Crews were called to the area of West 16th Avenue and Routt Street in Lakewood at about 2 a.m., according to WMF spokesperson Ronda Scholting. That's northeast of West Colfax Avenue and Simms Street.

The fire started in a group of townhomes that were under construction, Scholting said. As of 4 a.m., crews had the fire out and were putting out hot spots, according to Scholting.

The roof of one home on the south side of the fire ignited due to heat exposure, Scholting said. The people inside the home at the time were able to get out and there were no reports of injuries, according to Scholting.

The cause of the fire is still under investigation.

EPA warns Lakewood of potential long-term health risks from medical sterilizing plant

The Environmental Protection Agency is warning residents who live near medical sterilizing plants in 13 states and Puerto Rico about potential health risks from emissions of ethylene oxide, a chemical widely used in their operations.

Laredo, Texas; Ardmore, Oklahoma; and Lakewood, Colorado, are among the communities facing the highest risk from ethylene oxide emissions, EPA said.

The agency has notified 23 commercial sterilizers — 19 in the continental U.S. and four in Puerto Rico — that their operations pose an elevated risk of cancer and other ailments. The notice follows a recent survey of emissions data from almost 100 commercial sterilizers nationwide.

Ethylene oxide is used to clean everything from catheters to syringes, pacemakers and plastic surgical gowns.

While short-term or infrequent exposure to ethylene oxide does not appear to pose a health risk, EPA said long-term or lifetime exposure to the chemical could lead to a variety of health impacts, including lymphoma and breast cancer. EPA said it is working with commercial sterilizers to take appropriate steps to reduce emissions.

“Today, EPA is taking action to ensure communities are informed and engaged in our efforts to address ethylene oxide, a potent air toxic posing serious health risks with long-term exposure,” EPA Administrator Michael Regan said in a statement Wednesday.

EPA will conduct public outreach campaigns in each of the communities where elevated risks have been found, including an Aug. 10 webinar. More than half the sites on EPA’s watch list are in predominantly minority or low-income communities.

Laredo, one of the communities targeted by the EPA notice, is a border city where the vast majority of residents are Latino and more than a quarter live in poverty. Missouri-based Midwest Sterilization Corp. operates a sterilization plant in Laredo. The company also owns a plant in Jackson, Missouri that is on EPA’s watch list.

More than 40 percent of Laredo’s nearly 70,000 schoolchildren attend campuses in areas with an elevated risk of cancer due to ethylene oxide emissions from the Midwest plant, according to an analysis by ProPublica and the Texas Tribune.

A spokesperson for Midwest declined immediate comment. But the company told ProPublica and the Tribune last December that cancer risk from its Laredo plant is overstated. Emissions it reported to the EPA are “worst case scenarios,” rather than specific pollution levels, the company said.

The Ethylene Oxide Sterilization Association, an industry group, said in a statement that ethylene oxide has been used for decades by the health care community to sterilize a wide variety of medical devices and equipment. More than 20 billion health care products are sterilized each year in the U.S. alone.

In many cases. there are no practical alternatives currently available to ethylene oxide, the group said, adding that use of less effective cleaning methods “could introduce the real risks of increased morbidity and mortality″ at hospitals throughout the country.

EPA called medical sterilization “a critical function that ensures a safe supply of medical devices for patients and hospitals.″ The agency said it is committed to addressing pollution concerns associated with EO, sometimes called EtO, “in a comprehensive way that ensures facilities can operate safely in communities while also providing sterilized medical supplies.″

Proposed rules to update control of air toxic emissions from commercial sterilizers and facilities that manufacture EtO are expected by the end of the year, with final rules likely next year, EPA said.

Scott Whitaker, president and CEO of the Advanced Medical Technology Association, another industry group, applauded EPA “for its forthrightness about what it does and doesn’t know” about EtO, but added: “It’s critical that the EPA get this right.″

A potential shutdown of medical-device sterilization facilities “due to misinformed political pressure, as well as uncertainty regarding which regulations the facilities must adhere to .... would be disastrous to public health,″ Whitaker said in email.

At least seven sterilizers on EPA’s watch list are AdvaMed members, including both Midwest plants and two owned by industry giant Becton, Dickinson and Co., also known as BD.

Besides medical cleansers, EtO is used in a range of products, including antifreeze, textiles, plastics, detergents and adhesives. It also used to decontaminate some food products and spices. Two of the 23 facilities targeted by EPA — in Hanover and Jessup, Maryland — are used to sterilize spices. Both are operated by Jessup-based Elite Spice.

Other commercial sterilizers cited by EPA are located in Groveland, Fla.; Salisbury, Md.; Taunton Mass.; Columbus, Nebraska; Linden and Franklin, New Jersey; Erie and Zelienople, Pa.; Memphis and New Tazewell, Tenn.; Athens, Texas; Sandy Utah; and Richmond Virginia.

Four plants are in Puerto Rico's Anasco, Fajardo, Salinas and Villalba communities.
