The tacos de mariscos are good, too, with the cheesy tacos gobernador having palpable bite to them, while still remaining crispy. Mr. Piggies' meat menu reads like most taquerias do: asada, pollo, carnitas, and camaron. Then the cochinita pibil catches your eye. Get this Yucatec special of citrus marinated, slow-roasted pork. It's flavorful, simple, and a total gem of a find right on the border of Covina and unincorporated Charter Oak. The tacos de papa are delicious here, too, stuffed with garlic mashed potatoes and freshly fried, before they're topped with cooling lettuce and queso fresco.

If the taqueria is popular with construction workers and landscapers, it’s probably good, as in the case of Poncitlan, which offers no frills, hearty meals. The taco de adobada is packed with flavor and the sure standout on the menu. Don’t skip on the breakfast burritos either, where chorizo, egg, and refried beans get all cozied up inside a flour tortilla. Located along Grand Ave, Poncitlan looks unassuming, with a drive thru reminiscent of the Donut Hole in La Puente. Check out the drawings dotted throughout the dining area. This place is worth a stop.

Located across the street from a Mochinut, get some tacos and follow it up with an ube mochi donut as a sweet option to chase those savory tacos.

July 4 fireworks at West Covina Sportsplex are seen by some residents as too dangerous

The city of West Covina will host its Centennial 4th of July Firework Spectacular at the West Covina Sportsplex on Tuesday, July 4, a plan that is moving forward despite some residents’ concerns about the site from which the fireworks will rocket.

“The safety of our residents and visitors is the City’s top priority,” Paulina Morales, acting city manager of West Covina, said in a statement to the San Gabriel Valley Tribune. “The City and its vendor employ safety programs and measures consistent with recognized industry standards and practices and the show will be conducted by state-licensed pyrotechnicians.”

She said that, following standard and routine practice with professional fireworks displays, on Tuesday the fire department and the fireworks vendor will consider the weather conditions and known possible threats before deciding if the show can go forward.

For weeks, some residents have appealed to the city to move the event further away from what they believe is a fire risk — the BKK Corporation Landfill, which produces methane gas emissions and is surrounded by dry vegetation.

“The city of West Covina is 17 square miles, and the city and other parties, like the school district, have had fireworks displays in places that are not under the influence of methane. Why is the city insisting on assuming this risk when it’s completely unavoidable?” said West Covina resident Brian Jobst.

Jobst is the co-founder of Livable West Covina, a coalition of residents in West Covina, Walnut, La Puente, Valinda, Covina and Baldwin Park. He wrote a book outlining the history and impact of the 595-foot deep, hazardous waste dump, BKK, in West Covina on Azusa Avenue.

A semi-retired industrial and chemical process plant consultant, Jobst said his worries come from experience working in site assessment alongside risk management specialists, engineers and environmental scientists.

He claims that the fireworks show poses a “high-impact, low-probability emergency event.” Jobst said that the possibility of a wildfire is higher because the Sportsplex facility and the dry surrounding lands are under the “direct influence of BKK’s methane gas.”

The landfill at BKK contains an estimated 20 million tons of municipal trash. As the trash decomposes it releases landfill gas which consists primarily of methane. A 2005 report on the landfill by the California Environmental Protection Agency’s Department of Toxic Substances Control says methane is “a very dangerous fire and explosion hazard when exposed to heat or flame. … A flammable and potentially explosive atmosphere may also develop if methane released from the landfills mixes with ambient air.”

According to a West Covina report filed by inspector Cal Recycle Steven S. Samaniego on Febuary 27, the landfill exceeded the state’s limit of 5% methane gas emissions. By April, a notice of violation against BKK Corporation was filed and reported that one gas probe emitted 39% methane, and a second probe emitted 11% methane.

“I have discussed the increased levels with (a BKK representative) who did not know what (Stearns, Conrad & Schmidt, Consulting Engineers, Inc.) is doing to remediate the levels other than the routine increasing of the vacuum which seems not to be the solution,” his report states. The report said that in the past Samaniego asked a Stearns, Conrad & Schmidt engineer to include in the monitoring reports the remediation that “was being done, other than just tweaking the system by increasing the vacuum. “

Subsequently, the inspector outlined the steps BKK officials must take to correct the violation. According to the latest inspection filed May 8, the violations are being addressed but the “main concern on the corrective action needed would be finding the source of funds (to pay for the corrections), due to BKK’s limited funds.”

The Sportsplex facility, the site of the fireworks, has landfill gas safety sensors, alarms, control panels and, according to Jobst, its system was repaired and made operational again in September 2022. The repairs align with the 2023 to 2024 city budget, in which West Covina set aside $600,000 for Sportsplex improvements costs.

Councilmember Tony Wu confirmed that the Sportsplex needed substantial repairs after years of neglect but is now in working order to host the fireworks celebration safely.

“This is such a good feeling,” Wu said. “Finally we are back to normal — not only is the city financially healthy, but way over the pandemic. … (Everything) has been checked by our fire department, fire marshal and we always have firefighters to make sure everybody’s safe.”

Wu said that he is looking forward to the city hosting the event after years of withholding celebratory events due to the pandemic and city budget issues.

“People always second-guess or criticize, but we just try to do the positive thing,” Wu added. “It’s just money well spent by all the community uniting together.”

Cal Fire has designated the Sportplex area as being located in a “Very High Fire Hazard Severity Zone.” The zone is defined by California Government Code Section 51179, as an area in which “a wildland fire could potentially cause widespread damage, threaten lives and impact local fire protection resources.”

“The right hand of the City is saying we have a serious methane problem near the Sportsplex … while the left hand of the City is saying ‘let’s introduce fire(works) to that area’,” warned Jobst in a June 6 letter to the West Covina City Council and staff.

Jobst said he has been fielding “one to three calls per day” from concerned neighbors. Despite several efforts, he said, neighbors did not get a response from the city.

Sue Augino, who has lived in West Covina for 61 years, said she has campaigned against the fireworks show location. Augino noted that Sportsplex only has one entrance/exit for vehicles — Lidle Drive — and worried it could be inadequate in an emergency.

When she first voiced her fear, Augino said that city staff promised a safety report, but as July approached she said her followups were met with “radio silence.” She said she wasn’t surprised.

“They will drag their feet and end up doing as they wish, in hopes that they don’t get caught or something bad doesn’t happen,” she said. “They just roll the dice and I don’t think rolling the dice with the residents’ lives, safety and well-being is fair.”

According to city officials, the city council was not presented with the Centennial 4th of July Firework Spectacular for a vote, and instead will vote on whether to ratify the event during the June 18 meeting, after the fireworks celebration.

Acting city manager Morales did not respond to questions on the cost of the event, or requests for safety reports. Fire Chief Vince Capelle did not respond to requests for comment, or requests for safety reports. And Pyro Spectaculars, the company that is providing the firework display, also did not return a call.
