As Arizona data center is still under construction, Meta announces expansion to Mesa location

Online social media giant Meta Platforms, parent of Facebook, announced an expansion of its Mesa Data Center, with plans to add three new buildings that will increase the campus to five buildings with more than 2.5 million square feet of space.

This expansion announced Wednesday will raise Meta’s investment in Arizona to more than $1 billion and eventually will be home to more than 200 jobs, along with 2,000 construction workers, an increase from 500 construction jobs announced previously.

Plans for the campus were unveiled last August. The complex is scheduled for completion in 2026.

Data centers house servers and other equipment that store and process data for the company’s more than 1 billion global users.

“They’re the backbone of our business,” said David Williams, Meta’s community development manager. The Mesa complex will be one of 17 domestic data centers in operation or under construction, along with four in other nations.

Sensitive to water, energy needs

The parent of Facebook, Instagram, WhatsApp and other online services vowed to make sustainability a key feature of the campus.

“This will be one of the most water and energy efficient data centers in the world,” Williams said. “Water is a concern and something we take very seriously.”

Meta has agreed to finance several external water projects to restore at least as much water as the facility will use. As one example, the company is funding construction of a mile-long pipeline to replace an open ditch near Oak Creek in northern Arizona. The pipeline project will save water, partly by reducing leakage and evaporation, said Dan Stellar, state director for the Nature Conservancy.

Once online, the campus will use 100% renewable energy, mainly solar power, and will use 60% less water than the typical data center.

Meanwhile, rain water will be collected, and water will recycle several times before its ultimately discharged for agricultural irrigation. Outside air will cool servers and other equipment during about half of the year.

Meta has committed to restoring more water than it will consume at the data center. The three water projects in which the company has invested will restore more than 200 million gallons of water annually combined in the Colorado River and Salt River basins. So far, Meta said it has restored more than 25 million gallons in Arizona.

Jobs and education support

The permanent jobs likely to be filled eventually include data center technicians, facility operations personnel, various engineers and information technology specialists. Nearly two dozen current open positions can be found at metacareers.com, under Mesa.

Meta employs nearly 72,000 people globally. The company, based in Menlo Park, California, earned a profit of $39.4 billion in 2021 on $117.9 billion in revenue.

Mesa Mayor John Giles predicted the data center will help drive economic development near the campus on Elliot Road just east of Ellsworth Road. He predicted suppliers and other businesses will locate nearby, without citing examples. Mesa’s business friendly environment and shovel-ready infrastructure helped to land the data center, he said.

Giles also thanked Meta for announcing a $50,000 grant to Mesa College Promise, a program that supports Mesa residents graduating from local high schools to attend Mesa Community College. This program helps students meet the costs of college and provides internship opportunities, adviser guidance and other assistance.

In the largest, most desirable U.S. cities, the number of homes worth more than $1 million has exploded, nearly doubling compared to pre-pandemic times. And, while this may be great news for those who already own a home, it’s definitely dispiriting for homebuyers. But for those looking for affordable homes, Mesa leads the nation in the number of affordable homes available.

Accordingly, the increases in prices mean that the threshold for what can be considered affordable housing is rising, as well: Although $150,000 might still mean something for homebuyers in certain parts of the country, it’s come to mean almost nothing for those wanting to get on the housing ladder in the top 50 most populous cities. Whether they’re called entry-level homes, starter homes or simply cheap houses, the properties that should be the opposite of ultra-luxury are becoming more and more scarce.

So, to gauge the current stock of homes less than $150,000 and see if this bare minimum home price can get homebuyers anything anymore, we analyzed the share of cheap homes in the 50 most expensive and desirable U.S. cities.

The results show that, in 46 of the 50 largest cities, homes under $150,000 represent less than 5% of all homes currently on the market. What’s more, homes under $100,000 are almost non-existent. Unfortunately, what used to be considered decently priced homes for first-time homebuyers are now simply vanishing.

Check out the main findings below for more insights:

• In 25 large cities, homes under $150,000 represent less than 1% of all homes currently available for sale.

• Only two cities — Mesa, AZ and Saint Petersburg, FL — have shares of affordable homes between 10% and 15%.

• Henderson, NV; Gilbert, AZ; San Francisco, CA; Irvine, CA; and Oakland, CA had zero homes priced less than $150,000 when the data was collected.

• Of the four cities where the median price is higher than $1 million, only Fremont, CA and San Jose, CA have some affordable homes for sale: 1% in Fremont and 0.3% in San Jose.

Even the cities with the most significant shares of affordable homes don’t have particularly impressive numbers. Mesa, AZ and Saint Petersburg, FL may have a percentage of affordable homes higher than 10%, but they’re the outliers.

Similarly, Dallas, TX and Tampa, FL have shares of affordable homes slightly higher than 5%, but the rest of the cities with the highest shares of affordable inventory all post numbers well below 5%.

Notably, no matter how high or low their shares of homes under $150,000, the median price in all 50 cities is not strongly correlated with the share of affordable inventory. For example, although Mesa and Sacramento have similar median home prices, their share of homes under $150,000 varies drastically.

The lack of correlation between median home prices and affordable home prices in a given city — and even the lack of correlation between high stocks of luxury homes and low inventory of affordable homes — shows that there's more to the affordability debate than meets the eye. For instance, some cities have many expensive homes, but also a decent stock of more affordable homes, while others seem to have no more room for more affordable units. Zoning laws and land prices also play a major role in the affordability debate, but many other factors influence this aspect as well.

The types of homes that $150,000 can buy you in different cities also vary. Naturally, in more affordable cities and areas of the country, this money goes a long way. But in the truly expensive, most-wanted urban hubs, $150,000 means almost nothing. And, sometimes, even cities that are in the same state and separated by just a few miles can display great disparities. For example, in Mesa, AZ, $110,000 buys you a two-bedroom, two-bathroom, 1,560-square-foot home, whereas less than 10 miles away in Gilbert, AZ, you'd need almost $285,000 to buy the cheapest two-bedroom, two-bathroom home currently on the market.

With home prices breaking new records on a near-weekly basis, it’s no wonder that the stock of luxury and ultra-luxury homes for sale is on the rise. However, this means more and more Americans are stuck renting month after frustrating month due to a lack of more affordable options.

The rise in million-dollar homes shouldn’t necessarily come at the expense of affordable homes, but it does. As million-dollar homes become the norm, affordable homes change their definition overnight: As such, the threshold for what can be considered affordable — just like the number of luxury homes — is going up.

For example, San Francisco, CA; Irvine, CA; Oakland, CA; Gilbert, AZ and Henderson, NV have zero homes for sale that cost $150,000 or less. In fact, California even has one more city in the top 10 places with the smallest share of homes under $150,000 currently on the market: In San Jose, only 0.28% of all homes for sale are in this most affordable category.

Arizona is the second state to make multiple appearances in the top 10: Here, three cities have an affordable inventory so low that it barely registers.

• To determine the 50 largest, most expensive cities in the U.S., we looked at population and median home prices in the top 100 most populous cities in the nation.

• We ranked the 100 most populous cities based on their median home prices and then looked at the number of homes below $150,000 in each of the top 50 most expensive cities.

• For the final list of active listings in each city, we examined and counted listings from Point2, Zillow, Redfin and Realtor.com. To calculate the share of affordable real estate and create the final ranking, we selected and used the source that had the biggest number of listings available, after eliminating the duplicates.

• The study was based on all active listings at the time of the analysis (during the last week of March 2022).

Meta is expanding, adding three new buildings which will grow the massive facility off Elliot and Ellsworth to 2.5 million square feet.

Meta Community Development Manager, David Williams, explains the connection between what they'll do at the data center and and how it relates to Facebook and Instagram users.

"Our data center and our teams here are going to make sure that their information is safely stored, and that they have access to everything from old cat videos, to their last year summer road trip, anytime, anywhere around the world," Williams said.

Part of the challenge of of a large data center, Williams says, is keeping the servers cool, and for the most part that takes water.

Meta uses 60% less water than normal, offsetting its use with wind.

"What's fortunate about our site here in Mesa is we are able to use fresh air from outside to cool our servers for more than half the year," Williams said.

To conserve, Meta recycles its water several times. They also give back through several programs, restoring 200 million gallons a year to the Colorado and Salt River basins. A favorable ratio according to corporate partners, SRP.

"That's more water for the systems in Arizona than it uses at the data center," said Kelly Barr, Chief Strategy, Corporate Services and Sustainability Executive at SRP. "That is very impressive and a model for how it should be," she said.

"This project is definitely an example of what you can do when you actively collaborate and bring diverse partnerships together to build a better, stronger community that embraces opportunities and supports responsible growth," she added.

Meta and SRP also partnering with the Gila River Indian Community to meet corporate parameters.

"In Arizona there is an Assured Water Supply Program that requires all new developments to prove that they have 100 years worth of water before they can develop," said Colette Moore, Planning Analyst for SRP.

"The City of Mesa has required all large industrial users to meet certain water conservation goals," Moore added. "And in this case Meta was asked to bring water with them. So partnering with SRP and our partnership with the Gila River Indian Community, we were able to sell them a water supply that was already stored in advance here in Mesa for use on this project," she said. Assuring no water is being taken from the City of Mesa and its residents.

With expansion comes jobs. The project expected to employ as many as 2,000 skilled trade workers at peak, along with 200 operational jobs once construction is complete.

"Mesa is an incredible place to set up a shop," said Mesa Mayor, John Giles.

"We're proud of our business friendly environment and our shovel ready infrastructure," he said.

"To see them come to Mesa in this very genuine and sincere way and embrace our community, and not be an entity that comes in and parachutes in for a little bit of time, and does their project and then turns their back on us, that's not what's happening here. We really, in all sincerity are anxious to express our appreciation to the way Meta has embraced our community, the way they have demonstrated a commitment to our community," Mayor Giles said.

"It’s not an accident that all of the world's best companies are having an address right along this stretch of road," the mayor added.

Meta is also donating $50,000 to the Mesa College Promise. The program gives Mesa high school graduates financial support to attend community college.

Even though the first phase is still under construction, Meta Platforms Inc. (Nasdaq: FB), the parent company of Facebook, announced Wednesday that it is expanding the scope of its data center project in Mesa.

In the summer of 2021 — under the pseudonym Redale LLC — Meta acquired 396 acres in Mesa on the southeast corner of Elliot and Ellsworth Roads for $123.2 million where it said it would build a $800 million data center. The first phase, which includes two buildings, is already under construction.

The company said Wednesday that it already has enough demand to expand the project to five buildings totaling more than 2.5 million square feet and putting the total cost of the data center well above $1 billion.

The first building of the project is expected to be delivered in 2023 and the entire project will be finished in 2026, according to David Williams, a community development manager for Meta.

“Mesa is our home and we are happy to be here,” Williams said. “We’ll be building here for years to come.”

Meta estimates that the project will require 1,500 to 2,000 construction workers a day during its peak to build the center over the next few years. DPR Construction is the general contractor for the project. Because of the longevity and stability of the project, DPR’s project executive Joe Yeargan, said he’s confident the project will be able to attract enough skilled craft workers.

Meta plans on employing about 200 people at the site once the data centers are operational.

The company requires large data centers to keep its global social media and advertising platforms in operation.

The Phoenix area has been a landing spot for large data centers. The Meta project is on the same road where Google is building a data center and where Apple already has one. A recent report showed that the Valley is one of the leading markets in the country for data center construction.

Data centers have been criticized in the past for the large amounts of electricity and water they use and for not employing very many people based off the size of real estate they consume. Meta is trying to curtail that criticism by investing in water conservation programs throughout the state of Arizona and by building large solar farms in Pinal County with Salt River Project.

In an effort to intertwine itself with the Mesa community, Meta also announced Wednesday a $50,000 grant to the Mesa College Promise program, which provides support for Mesa residents graduating from local high schools to attend Mesa Community College.

Mesa officials have embraced Meta and believe the addition of this company to the city’s business roster will make Mesa an attractive landing place for other businesses.

“Companies will locate here because Meta built here,” said Mesa Mayor John Giles.

Meta, the company formerly known as Facebook, is expanding its Mesa data center campus in Arizona.

“In August 2021, we were thrilled to add Mesa, Arizona, to our family of data centers. Just nine months later, we’re excited to announce that we are expanding the Meta Mesa Data Center campus with three new buildings, reaching more than 2.5 million square feet,” the company said in a Facebook post this week.

Meta first announced and broke ground on the $800 million Mesa campus in August 2021, with phase one of the 396-acre site comprising two buildings spanning 970,000 sq ft (90,000 sqm). Facebook negotiated planning permission for the data center under the pseudonym Redale LLC.

The first building of the project is expected to be delivered in 2023 and the entire project will be finished in 2026.

The social media firm said the news raises its investment in Arizona to more than $1 billion. To power the facility, Meta said it is working to bring 450MW of new solar energy to Arizona, and has partnered with Salt River Project to find three new projects in Pinal County.

“Mesa has been an exceptional home for Meta, thanks to its excellent access to infrastructure, strong pool of talent, access to new renewable energy resources and great set of community partners, and we’re excited to be expanding our presence here,” said David Williams, community development manager for Meta. “Today’s expansion announcement, together with our donation to the Mesa College Promise program, further underscore our commitment to Mesa.

During the planning phase, before Facebook was revealed as the applicant, critics like Mesa Vice Mayor Jenn Duff pointed to the huge water use of the data center, in a region with increasingly low supplies.

In this week’s post, Meta said that it has partnered with local environmental non-profits to restore approximately 200 million gallons of water per year in the Colorado River and Salt River basins, and has restored over 25 million gallons of water in Arizona to date.

“Meta’s decision to locate and grow in Mesa brings hundreds of job opportunities and a significant financial investment to our city,” said Mesa Mayor John Giles.

After a large expansion spree in 2021, 2022 has seen Meta announce plans to expand its Gallatin data center campus in Tennessee, its DeKalb data center campus in Illinois, and its New Albany campus in Ohio. The company has also announced new US data center sites in Idaho, Texas, and Kansas City, along with a new campus in Spain.
