Monsoon storms move through Phoenix area, Flagstaff declares state of emergency: Live radar, updates

PHOENIX - A new round of monsoon weather has made its way through Arizona, and a statewide Flood Watch has been extended through Friday.

A Flood Watch has been issued for all 15 Arizona counties, as storms are expected to bring heavy rain, wind and lightning. The Flood Watch for Maricopa County, along with watches issued for Apache, Coconino, Gila, La Paz, Mohave, Navajo, Pinal, Yavapai and Yuma Counties will remain in effect until July 29.

Some areas seeing more rain than others

According to officials with the National Weather Service, the state is at or just above normal precipitation for the year so far, and that does help alleviate the drought a bit.

However, not all areas are seeing the same amount of rain. In June, areas west and south of Phoenix saw above-normal rain totals, but areas north and east of Phoenix were below normal.

Flooding worries increase for Flagstaff residents; State of Emergency declared

Recent storms, and by extension, the monsoon season, affected more than just people in the Phoenix area.

In Flagstaff, the city's mayor has signed a Declaration of Emergency, as the city is affected by flash flooding caused by rain falling on burn scars from recent wildfires, which made the soil basically water repellant. The emergency declaration will help members of the community access much-needed resources.

Flash flooding is expected for portions of Yavapai and Coconino counties.

Parts of the northern Arizona city and surrounding areas have been hit with multiple rounds of flooding in recent weeks and months. Cleanup efforts for those floodings remain ongoing, as boulders and mud from the mountain slide into homes and front yards just as quickly as crews clean them out.

Residents in the area have had to deal with rain and flooding for many days.

"I’m kind of numb to it now," said one resident. "It’s more of just whenever I drive back and see the flooding, it’s more of just watching where it goes this time."

On July 27, the Coconino County Board of Supervisors authorized $5 million towards immediate cleanup efforts.

Tuesday's weather (July 26)

Adverse weather conditions began to be felt in areas south of the Valley during the afternoon hours. Our photojournalist managed to capture video of a storm cloud that dumped rain in an area south of Riggs Road and the I-10.

Later on, SkyFOX also captured rain falling in other parts of the Valley, with pockets of rain and thunderstorms popping up in the areas of Litchfield Park, Maryvale, and Youngtown.

This storm came a day after two rounds of monsoon weather moved through parts of the Valley. A Dust Advisory was issued for parts of the East Valley, including Ahwatukee, Chandler, and Tempe until 2:45 p.m. on July 25. The dust storm moved out fairly quickly, but it was followed by a strong storm cell a few hours later, which brought heavy rain to parts of the East Valley.

At one point on the night of July 25, about 1,100 SRP customers were without power. Power has since been restored.

Storm brought heat relief for Valley residents

The storm did bring down temperatures in parts of the Valley, and for some pet owners, it was a time to take their pets out to the park.

"It is very nice. A lot cooler to take the dog out. He’s been dying to go to the dog park, clearly," said Ashley Kelly-LaSalle.

"It’s very hot. I feel like my skin is cooking every time I walk out in the sun, but now, anything over a hundred is like, ‘wow! this is nothing!’" said Evan Soloman.

Soloman is experiencing the monsoon for the first time: he moved to Phoenix from South Carolina.

"It's not any worse than any hurricanes we get down south," said Soloman.

"I just feel like it's the last two days. I mean, they've cleared a lot of this, but it's just coming back every time. That's what's a little demoralizing about it," said Lisa Wells.

Meanwhile, rainy weather is causing more concerns over the potential for more flooding to take place.

"It's been a lot of rain the last few days," said Wells.

"Most Valley residents know how quickly and furiously storms can move in and out, bringing strong winds, dust, rain, and flash flooding. These storms can cause interruptions in services, such as water, power, and gas," stated Captain Ashley Losch of the Glendale Fire Department.

Arizona’s monsoon storms will continue into the weekend according to the National Weather Service, with high chances of heavy rain for the Valley and many other parts of the state.

Most of Arizona, save for a small chunk in the southwest that includes Yuma, is still under a flash flood watch, which was extended until Friday at 5 a.m. Tom Frieders with NWS in Phoenix said the weather service is gauging daily how long the flash flood watch will last, and it's possible it could get another extension based on weather conditions.

“This pattern is kind of holding into early next week,” Frieders said. He also mentioned the storm patterns this weekend could produce extreme rainfall in the Valley.

From late morning to early afternoon Thursday, the weather service issued an increasing number of flash flood warnings for Central and Southern Arizona, a break from the standard earlier in the week of flash flood warnings primarily in Northern Arizona.

As of Thursday at 1:30 p.m., there are three different flash flood warnings southeast of Phoenix near Globe, which encompass Apache Junction and South Gila County, in effect until 4 p.m. There is also one including Rio Verde and Sunflower just north of Phoenix in effect until 5:30 p.m.

“Flash flooding is a significant risk with these storms as they are moving slowly; stay vigilant!” the weather service said in a tweet.

Flash flood warnings:Here's how to stay safe

The National Weather Service in Tucson also issued several flash flood warnings for areas in Southern Arizona, including northeastern Pima County and southeastern Pinal County until 3 p.m., West Central Graham County and East Central Pinal County until 2:30 p.m., and Southeastern Pima County until 2 p.m. and Central Pima County until 2:15 p.m.

Throughout the weekend, the weather service forecasts a 20-40% chance of rain for Phoenix daily, with the chances even higher for more elevated areas surrounding the city. And it won’t just be light showers.

“An abundance of moisture will allow any showers and storms that develop to produce heavy rainfall,” the weather service said in its forecast discussion.

According to the forecast, the chance of rain is fairly steady each day this weekend, although Frieders said Sunday has the potential for more widespread storm coverage. Frieders said spotty storms could still pose a significant risk for dangerous flooding, especially given how slowly they are moving.

“There’ll be that risk every day,” Frieders said.

Thunderstorms are predicted to continue through at least early next week.

The stormy weather is keeping the desert much cooler than it is on average, with high temperatures in the upper 90s and lows in the 100s in Phoenix over the weekend.

A tweet from the weather service in Phoenix said the city will usually see only about three days with highs under 100 degrees in July.

This July, temperatures are fairly consistent with that average, with Thursday being only the third day with a forecasted high of less than 100 degrees, according to Frieders.

Frieders said before this particular monsoon pattern, temperatures in Phoenix were above average.

I-10 road closure

With stormy weather carrying through the weekend, highway-goers should check for flash flood warnings before making the trip. This weekend, scheduled construction on the Interstate 10 Broadway Curve Improvement Project continues as it has for several weekends prior.

Crews will be working on the Broadway Road bridge, which will shut down westbound I-10 between U.S. 60 and State Route 143 from 10 p.m. Friday to 4 a.m. Monday, according to the Arizona Department of Transportation.

Ramps from westbound U.S. 60 and southbound S.R. 143 to westbound I-10 will also be closed during that period, along with westbound I-10 on-ramps from Elliot and Broadway roads.

Finally, in that same time frame, the westbound U.S. 60 on-ramps from McClintock Drive and Mill Avenue will also be closed.

Nattha’s Bann Thai Asian, located at 6970 E. 22nd St., Ste. 100, in the building that once housed long-time establishment Peking Palace, is now open — and serving up a variety of traditional and authentic Thai and Cantonese Chinese dishes for the Tucson community.

The restaurant is owned and operated by husband-and-wife business partners Nattha and Eric Post, who share a passion for cooking and serving others. Tam “Sam” Quan serves as executive chef.

“Nattha’s Bann Thai Asian is a labor of love and an opportunity for us to invite the dining community in to taste the result of our passion for and dedication to serving authentic Asian cuisine that is approachable and delicious,” says Eric. “We want people to enjoy the experience of trying new things but also feel comfortable eating the familiar dishes they love.”

Eric and Nattha both grew up around food. In her native Thailand, Nattha learned how to cook traditional food of the country. With a degree in Human Resources from Bansomdetchaopraya Rajabhat University in Bangkok, Nattha also has 10 years experiencing working for Yakult Bangkok.

In 2018, Nattha came to the U.S. as a lawful immigrant and expects to be a U.S. citizen very soon. She has since brought to Tucson her breadth of knowledge and experience in Asian cuisine, working at several well-known local Thai restaurants.

Native to Tucson, Eric learned to cook from his Italian mother and worked in a popular Tucson pizza restaurant, Knipple’s Pizza Parlour early in his career. During the 1980s and 1990s, Eric worked at sea on the Tuna Purse Seiners as a helicopter pilot and mechanic. When time permitted, he enjoyed helping the ship’s cook. He has completed an online cooking technique school as well as addition master classes.

Nattha and Eric have both also attended Blue Elephant and Napali cooking schools in Thailand. In addition, Eric is a licensed attorney in Arizona and the Federal District of Arizona; he has operated his own firm, The Law Office of Eric Post, PLLC, since 2008.

Though housed in the former Peking Palace restaurant, Nattha’s Bann Thai Asian presents its own take on Asian cuisine, melding Thai and Cantonese Chinese traditions and techniques. The menu boasts a wide variety of offerings including “AppeThaizers” such as Yum Nua (grilled beef salad), Yum Woon Sen (glass noodle salad with shrimp and ground pork); soups like Tom Kha (coconut milk) and Tom Sabb (pork ribs); Thai curries including red, green, yellow, mussaman, panang and more; Thai noodle stir fries such as Pad Thai and Pad Kee Mao (drunken noodle); Thai rice stir fries like Pad Prik King (with crispy pork belly) and Pad Krathim (garlic chicken) — and much more.
