Despite countless warnings and barricades blocking rivers and flooded roads, authorities say many drivers still ignore the signs and continue driving through submerged streets.
As rainfall hit Southern California, the wet weather created treacherous conditions including flooded roads, destructive mudslides and a spike in water rescues.
As heavy rainfall flooded nearby streams and rivers, some residents became trapped by the rushing waters.
One couple recalled the terrifying moment they were swept into the Santa Ana River in Jurupa Valley on Wednesday morning. They were left stranded on an island, with seemingly no way out to safety.
“The water just came out of nowhere,” recalled Casey Roberts, a man who was rescued. “We saw people on the other side and we waved for help from them.”
Roberts eventually required the help of Riverside’s technical rescue and swift water teams.
“The water, it got to be too much to where we kind of got anxiety but we’re good,” said Brittney Dixon, who was rescued alongside Roberts.
“The challenges that occurred in developing that plan was the location where those victims were found,” explained Capt. Paul Seawright of the Riverside City Fire Department. “They were in an island of the Santa Ana River bottom that had heavy moving water surrounding them as well as debris and vegetation.”
Rescue crews deployed a raft to carry the couple to safety. The entire ordeal took around an hour and a half, officials said.
Meanwhile in Menifee, four others were trapped as their vehicle was flooded out in the middle of a street near Palomar and Matthew Roads.
“They put safety gear on all of the passengers and the driver, which is a helmet, a flotation device, and a vest and were able to walk them out,” said Maggie Cline De La Rosa from Calfire/Riverside County Fire.
Despite continued warnings to drive safely and avoid flooded roads, some residents are choosing to ignore the risks to arrive at their destination.
Nooreldeen Atam, who works in Menifee, told KTLA that despite driving a small car, he felt he didn’t have a choice so he still navigated through flooded roads to job.
In the aftermath of another storm hitting the Southland, De La Rosa said since Tuesday, they’ve responded to five water rescues in the Inland Empire.
Shade notes it’s terrifyingly easy for running water to become dangerous before one realizes it.
“It only takes six inches of water to push a human down,” said De La Rosa. “Vehicles are anywhere from 12-24 inches and it can wash your car away.”

Police responded to reports of someone screaming in the area and discovered the man upon arrival, attacked by three Belgian malinois and a cane corso.
The victim in this attack has not been identified at this time.
The homeowner turned over his dogs to Animal Services for euthanasia.

Deputies first responded to a home near the corner of Belgrave Avenue and Martin Street around 7.30am, county officials said.
Several calls had been made by residents reporting loud screams in the area.
According to officials, the man had been inside the home - which was operating as a place of business - to do some work for the owner.
The unidentified victim had been inside the home previously with no issues.
While inside, the owner's four dogs attacked and mauled the man to death.
Investigators told local media the owner of the property was not home at the time.
Upon being informed of the incident, the owner rushed back to the scene.
There, he surrendered his four dogs to Animal Services for 'humane euthanasia.'
While the exact address of the home has not been confirmed yet, the block where the incident happened does have a home with a large gate and several 'beware of dog' signs.
According to animal publications, both dog breeds involved in the attack can be dangerous and should be given special obedience training.
The dogs can be aggressive and lethal if not properly socialized and treated in their adolescence.

In a statement, one local official described the situation as a 'tragedy.'
'This is a tragedy and our thoughts go out to this gentleman's family and loved ones,' said Riverside County Animal Services Director Erin Gettis.
Gettis also called upon those with animals to be cognizant of what their pets are capable of.
She said this is 'a horrific reminder for dog owners to be vigilant in keeping communities, dogs and people safe.'
DailyMail.com reached out to both the Riverside County Sheriff's Department and the Riverside County Department of Animal Services for comment but did not hear back by time of publication.
The matter remains under investigation.

Parents are calling for action after video captured the brutal beating of a teen at a high school in Jurupa Valley.
The video shows a group of teens hitting and kicking another boy as he’s curled up on the ground.
“They’re stomping on his head, my son is on the floor in a fetal position,” the student’s mother, Martha Payan, said. “I see a couple of students…his cousin is trying to get involved to try to separate and they won’t allow him to. One of the individuals comes to him with a knife and tells him if he comes close, then he’s going to get it too.”
Payan said she was at work Wednesday when she got a call from another parent saying that her 14-year-old son, a freshman at Patriot High School in Jurupa Valley, had been beaten.
At one point in the video, three of her son’s attackers are seen hitting and kicking him all at the same time.
“He’s helpless. It’s just heartbreaking,” Payan said, “because I know that kids, my son, had to go through that with no staff or anyone to help while he was on the floor being stomped on.”
The beating happened in the parking lot after school let out.
Payan says the attackers had previously threatened her son on social media over a dispute about a girl, and that she’s angry that no school staff or resource officers intervened.
The Riverside County Sheriff’s Department released a statement to KTLA about the incident that read in part:
“The incident was reported after school hours. Therefore, no school resource officers were on campus. It is currently being investigated.”
Angel Payan, the teen’s father, said he’s angry that no medical help was sought for his son. He said he rushed to the school and didn’t understand why officials had only called parents, but not 911.
The teen’s father took him to the hospital and learned from doctors that his son had a concussion.
“My son said that when they did one of the kicks, his face kind of slid on the concrete, so he has scratches all over his face,” the teen’s mom told KTLA.
Officials at the Jurupa Valley Unified School District said that they cannot comment on the case and referred KTLA back to law enforcement.
The victim’s parents said they want to see consequences for the others involved in the attack. Martha said she believes one of the attackers is a high school senior at a nearby school and the other two are 18 years old or older.
Authorities did not confirm the age of the attackers.

Blackstone (BX)’s Link Logistics has signed beverage producer Constellation Brands to a massive prelease deal at a large under-construction industrial project in Riverside County. The Victor, N.Y.-based Fortune 500 company that produces Corona beer, Robert Mondavi wine and Casa Noble tequila will occupy 1.4 million square feet at the Space Center development, which is expected to be complete in the fourth quarter of this year.

According to Colliers (CIGI), it was the first quarter’s largest industrial lease deal — either new or renewal — in the Inland Empire, which is consistently one of the most active and in-demand markets in the nation. Neither Link Logistics nor Constellation Brands immediately returned requests for comments.
The Space Center will feature 1.94 million square feet of space at 3413 Manitou Court in Jurupa Valley, near other large warehouses leased to companies that include Nestle, Amazon, Walmart, FedEx, Costco, Sam’s Club and Home Depot, off the intersection of the Interstate 15 freeway and State Route 60.
Last year in Southern California, TA Realty paid $92 million for a 253,670-square-foot property in the City of Industry that’s fully leased to Classic Beverage Company, which distributes beers, ciders and dozens of other popular brands. And a 158,800-square-foot cold-storage warehouse leased to Anheuser-Busch about 12 miles from Classic Beverage Company sold for $85 million.
New warehouse supply in the Inland Empire surpassed net absorption in the first quarter for the fifth consecutive time, pushing vacancy to 1.9 percent and availability to 5 percent, according to Colliers. The jump in vacancy and availability was due to the large amount of new supply added to the market.
Of the 8.9 million square feet of newly finished projects, 47 percent was leased prior to completion. Total leasing activity amounted to 5.8 million square feet for the first three months of the year. Asking rents also hit a new high at $1.63 per square foot, a 28 percent jump from 12 months ago.
Link Logistics has 154 properties with approximately 29.3 million square feet of space in the Inland Empire, according to its website. It has approximately 545 million square feet nationwide.
