LANCASTER, Calif., Sept. 14, 2023 /PRNewswire/ -- The City of Lancaster today announced the formalization of its partnership with Element Resources through a new Memorandum of Understanding (MOU). The MOU expands upon the City of Lancaster and Element Resources Lancaster Clean Energy Center, one of California's largest green hydrogen production facilities, announced in December 2022.

The City and Element Resources will collaborate on developing hydrogen economy infrastructure such as hydrogen fueling stations for light-, medium- and heavy-duty vehicles, supplying hydrogen locally and working with other partners to expand the broader hydrogen production chain.

"The City of Lancaster is thrilled to continue to expand our partnership with Element Resources through this MOU. With this agreement, the City looks forward to continuing the fight against climate extinction through green energy development and innovation. Through partnerships with private companies, we are not only leading the clean energy revolution but we are bringing multitudes of high-paying energy jobs to our City," said R. Rex Parris, Mayor of the City of Lancaster.

The hydrogen produced by Element Resources at the Lancaster Clean Energy Center will be used to decarbonize regional transportation and industrial markets. The facility will produce about 60 tons a day of low-cost, green hydrogen for use throughout California and the Western United States.

"Element Resources is excited to expand its hydrogen partnership with the City of Lancaster," said Element Resources' CEO Steve Meheen. "Hydrogen will play a critical role in decarbonizing several sectors of the economy and the City of Lancaster has proven to be an essential partner to fostering its development."

Lancaster is a leading municipality in developing clean energy partnerships. The new MOU with Element Resources continues Lancaster's commitment to becoming the first hydrogen city in the U.S. Recent developments in the City to advance hydrogen development include transitioning the City Hall building to run solely off of hydrogen power, the development of a $100 million anaerobic digestion plant to generate renewable natural gas from organic waste for conversion to clean hydrogen, and the City's recent Pacific Hydrogen Alliance partnership with Namie, Japan, and the County of Hawaii.

The Los Angeles County Department of Public Health (Public Health) is working with Panda Express in Lancaster (44411 Valley Central Way Lancaster, CA 93536) to alert consumers of a possible hepatitis A exposure. Public Health identified hepatitis A virus infection in a food handler who worked at this location.

No additional cases have been identified at this time.

Public Health recommends hepatitis A vaccination for patrons who consumed food or beverages from Panda Express between July 21–Aug. 4, 2023. Vaccination must be given within two weeks after exposure to be effective. Vaccination is not necessary for people who previously completed the hepatitis A vaccine series or are known to have had a past infection.

Hepatitis A vaccinations might be available through local pharmacies or physicians’ offices. In addition, Public Health will be offering free hepatitis A vaccinations to exposed persons at:

Most people will have protective levels of antibody after one dose of the Hepatitis A vaccine but can choose to visit their primary care provider to complete the series with a second dose 6 months after receiving their first dose.

Hepatitis A is a liver infection caused by the hepatitis A virus. Hepatitis A is highly contagious and can be spread from person-to-person through the fecal-oral route (when contaminated feces from an infected person are somehow ingested by another person during close personal contact) or by eating or drinking contaminated food or water). Most adults with acute hepatitis A will have symptoms that may include fever, fatigue, nausea, vomiting, abdominal pain, dark colored urine and jaundice (yellowing of the skin or eyes). Symptoms vary from mild to severe. There is no specific antiviral treatment. While prompt vaccination is likely to prevent infection, infection may occur in those who receive vaccination too late. Patrons who develop symptoms should call their provider and for a Hepatitis A test.

Vaccination is the best way to prevent disease. In addition, infection can be prevented by vaccination after a known exposure to a person with infectious hepatitis A. Older adults and people with weakened immune systems might benefit from receiving immune globulin (IG) in addition to hepatitis A vaccination for prevention after an exposure. For any questions about hepatitis A or the need for immune globulin, Public Health recommends that you speak to your primary care provider. If you do not have a regular provider, call 2-1-1 for assistance.

Public Health will continue monitoring all known individuals who may have been exposed to individuals ill with hepatitis A.

LANCASTER, Calif., Oct. 23, 2023 /PRNewswire/ -- The City of Lancaster celebrates the Department of Energy's (DOE) announcement that California's Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) has been awarded up to $1.2 billion under the DOE's Regional Clean Hydrogen Hubs (H2Hubs) program. As the pioneering city partner of ARCHES, Lancaster will allocate a segment of the grant to bolster the city's clean energy and carbon reduction goals. Lancaster also actively participates in ARCHES working groups. Selected projects under ARCHES will receive funds to augment the renewable hydrogen value chain. The first Lancaster project, Dash Clean Energy, will produce 292,000 kg/year of renewable hydrogen, and 17,520 MWHs of Power, while the Element Resources project is expected to produce 20,000,000 kg/year and generate 250 construction jobs and 36 long-term positions. "The Lancaster City Council is wholly supportive of these hydrogen ventures. As we remain at the forefront of the hydrogen economy, Lancaster is dedicated to promoting local prosperity and championing sustainable growth. Through the ARCHES initiative, Lancaster envisions its metamorphosis into a benchmark for clean energy implementation, setting a standard for future cities globally," stated Mayor of Lancaster, R. Dash currently has successfully deployed their demonstration project with support of the California Energy Commission and the University of California at Irvine and is pleased to partner with ARCHES and the City of Lancaster, to expand and scale their business offering and install the largest stationary PEM Fuel cell system in North America. With the DOE hydrogen hub funding Dash is able to deploy their 20MW fuel cell system which will provide 10-hours of storage allowing the City of Lancaster clean dispatchable Peak power while creating jobs, supporting entrepreneurs, and expanding clean energy infrastructure," said Gordon Dash, Principal at Dash2Energy.

Additional projects, with limited funding, include a City Hall Microgrid and Fueling Station to support the increased use of hydrogen-powered transportation, an Energy Center at a multi-functional event space, and a study into a hydrogen export project connecting local hydrogen production to a larger distribution network.

As part of the H2Hubs, seven recipients will be funded to establish a national hydrogen network. With this support, funded through the Infrastructure Investment and Jobs Act (IIJA) of 2021, ARCHES could create over 200,000 green jobs in California and generate more than $2.95 billion annually in economic value from 2030.

ARCHES is a statewide effort that sees both private and public entities partnering to bring clean energy and green jobs to the State of California. Other partners involved in the proposal include the University of California, Lawrence Berkeley National Laboratory, and various private companies. ARCHES is a community-focused consortium committed to benefiting California's disadvantaged communities. At least 40% of the benefits from ARCHES are dedicated to these communities, including Lancaster, ensuring that they receive the support and resources they need to thrive.

Element Resources is focused on being a significant participant in the emerging green hydrogen markets, developing projects of scale with the city of Lancaster.

Element Resources is primarily focused on green hydrogen production and developing projects of scale, particularly within the Western United States, with an emphasis on California. We are presently advancing a clean energy (green hydrogen) production facility in Lancaster, California, capable of producing between 20,000 and 24,000 tonnes per year of green hydrogen.

We have secured land and water rights and have made substantial progress in permitting, equipment selection, and off take development. We are presently aiming for a final investment decision by 1 QTR 2024.

We are a member of ARCHES, California’s effort to accelerate the use of hydrogen and the development of supporting infrastructure throughout the state.

We are evaluating the potential of systematic expansion of green hydrogen production in the Lancaster area and surrounding environs to keep pace with future demands. The product, green hydrogen, will be 100% carbon zero with a carbon intensity of zero. We have encountered a significant prospective demand for green hydrogen, SAF, and other hydrogen derivates.

The mobility, aviation, agriculture, mining, and industrial sectors have all shown keen interest in the potential of green hydrogen and its derivates throughout California and the region.

A new Memorandum of Understanding between Lancaster and Element Resources further proves Lancaster’s commitment to becoming the first US Hydrogen City.

We are addressing the challenges of designing, constructing, and operating a green hydrogen facility reliant solely upon photovoltaic solar (any intermittent renewable resource requires diligence in concept selection, not only in the basic plant configuration but also the selection of the primary equipment to enable the plant to operate efficiently and safely with the intermittency of the primary power supply).

Intermittency of power supply with PV solar – the power to operate the facility while remaining 100% renewable poses challenges with the ‘time of day’ intermittency occurring with the day-night cycle; the solar array providing maximum power during periods of maximum solar irradiation (i.e. midday); and providing zero power during night time hours.

This daily intermittency, coupled with differentials of the solar irradiation day length seasonally, provides a challenge in equipment functionality and a need for a comprehensive understanding through modelling/simulation of plant and equipment utilisation.

The utilisation of power supplied by public utilities via the electricity grid is impractical insofar as the cost per kilowatt renders the use of ‘grid’ electricity impractical on an economic basis for green hydrogen in California.

Coupled with the costs of interconnection and the time lag for obtaining the interconnection, grid electricity is impractical. Grid electricity may not be 100% renewable, effectively introducing carbon into the production of hydrogen.
