Clogged channel on city property blamed for repeated flooding of major east-west freeway

Carlsbad declared a storm-related emergency last week to expedite cleaning sediment and debris from the Buena Vista Creek channel, a problem that for years has contributed to the flooding of state Route 78 at El Camino Real.

The clogged storm channel on Carlsbad city property takes water from the freeway, where Caltrans spent millions of dollars last year on unrelated work to resurface the road, replace underground culverts, update signage and complete other improvements.

“The problem is with eastbound lanes (of Route 78) from El Camino Real,” said Steve Welborn, a public information officer for Caltrans.

“That area gets flooded when the Buena Vista Creek gets inundated,” Welborn said. “The channel is built up with sediment and vegetation, and that brings water into our (freeway).”

Carlsbad City Manager Scott Chadwick declared the emergency Thursday, and the expected ratification of his declaration is on the consent calendar for the Carlsbad City Council’s meeting Tuesday. Approval of the declaration will help the city obtain permits and grant money for the work, estimated to cost $771,000.

“It’s been a conversation that’s been going on for a few years,” Welborn said. “There’s not a lot we can do about it as a state agency, because it’s not in our jurisdiction, but we want to help them any way we can.”

The segment of Route 78 between El Camino Real and College Boulevard has shut down multiple times this winter for several hours or longer until water drains from the roadway, most recently on Feb. 5.

“The current atmospheric river and the prior one in January 2024 have increased sediment and vegetation in the Buena Vista Creek, diminishing its capacity and risking significant damage to nearby property and infrastructure,” Chadwick said in a report submitted to the Carlsbad City Council.

“Emergency removal of sediment and vegetation is necessary to ameliorate the risk,” Chadwick said.

Carlsbad hasn’t determined when the work will start or how long it will take, Transportation Director Tom Frank said Friday.

“We are currently in the process of procuring a contract and coordinating with various public agencies to determine the scope of the work,” Frank said. “We won’t know the duration until we get a contractor on board and finalize the work plan.”

Caltrans conducted extensive work on Route 78 last year as part of a $22 million “rehabilitation plan” for the entire system of culverts between Interstates 5 and 15. Nine of 16 culverts beneath the highway east of El Camino Real were replaced, some up to 240 feet long and as deep as 60 feet. Some were 70 years old.

The Buena Vista Creek drains a watershed that includes parts of Carlsbad, Oceanside, Vista and San Marcos into the Buena Vista Lagoon. Much of the concrete-lined lower creek and the lagoon are filled with silt and weeds.

Carlsbad has a capital improvement project now in the environmental review stages to remove the sediment and vegetation and make other repairs to its part of the creek channel, according to the city’s report. The recent severe storms have added urgency by creating debris flows, or a “sediment-dominated slurry ... during short-duration, high-intensity rainfall.”

The work will require a permit from the U.S. Army Corps of Engineers, despite the emergency declaration, and reviews by the state Department of Fish and Wildlife, the Regional Water Quality Control Board and other agencies.

The San Diego Association of Governments in 2020 approved a plan to excavate sediment from the Buena Vista Lagoon and rework its channel as part of its proposed restoration.

The lagoon project could be shovel-ready in another year or two, but so far no money has been allocated for construction, estimated in 2019 to be more than $80 million.

CARLSBAD, CA — Carlsbad residents woke up to rain Thursday as the first of two back-to-back winter storms reached the San Diego region.

The National Weather Service issued a flood watch for all of San Diego County because the fast-moving storm is expected to bring heavy rain, gusty winds, heightened flood risks and mountain snow to Southern California. The flood watch will remain in place until 10 a.m. Friday.

"A fast-moving Pacific storm will bring strong gusty south winds this morning with widespread moderate to heavy precipitation into this afternoon with a slight chance of thunderstorms, then showery through tonight with decreasing showers for Friday and Friday night," NWS San Diego wrote Thursday morning.

Through Friday night, rainfall is expected to range from 1.5 to 2 inches near the coast, 2 to 3 inches in the mountains, and a quarter to a half-inch in the deserts, according to the NWS.

Forecasters warned that excessive runoff could result in flooding of rivers, creeks, streams and other low-lying and flood-prone areas. Residents are encouraged to monitor later forecasts and be on alert for emergency notifications.

A high wind advisory will also remain in place until 2 p.m. Thursday for the county's coastal areas, including Carlsbad. South winds between 25 to 35 mph, with gusts up to 55 mph are expected, according to the NWS.

Forecasters warned gusty winds could blow around unsecured objects. Tree limbs and palm fronds could also be blown down.

"South winds and precipitation will intensify this morning with the strongest southwinds this morning ahead of the cold front," NWS San Diego wrote Thursday. "Winds for coastal areas could gust to 45 to 55 mph with the stronger gusts near higher coastal terrain. The stronger winds behind the front will be over the mountains and deserts for tonight and Friday."

A high surf advisory will also remain in place until 6 a.m. Saturday for the county's coastal areas, including Carlsbad.

Large breaking waves of 6 to 10 feet are expected, according to the NWS. The surf will peak late Thursday into Friday before gradually lowering Friday night and Saturday.

Forecasters warned of dangerous swimming and surfing conditions and localized beach erosion.

After a break in the rain Saturday, another storm is expected to arrive Sunday or Monday, according to the NWS.

"More precipitation from a slow-moving low pressure system off the California coast may develop later on Sunday into Monday with more widespread moderate to heavy precipitation centered some time around Tuesday," NWS San Diego wrote.

While the awards keep rolling in for this popular beach bity, it now has one more reason to be a top spot for visitors and residents alike with its No. 1 ranking in the Center for Digital Government’s 2023 Digital Cities Survey.

Carlsbad announced its latest title in a news release saying, the awards recognize cities that improve residents’ lives through technology and leadership.

"This is the third year that Carlsbad placed in the top 10 cities with a population of 75,000-124,999," the news release said.

The award highlights the city’s use of technology to enhance the lives of all who live, work and play in Carlsbad by setting the standard for providing top quality, efficient local government services, the news release said.

The Connected Carlsbad innovation roadmap, which consists of more than two dozen projects, including the Implementing the Safer Streets Together Plan, expansion of the city's municipal fiber network and launching a real-time Fire Department operations intelligence system to reduce response times and support long-term planning, were cited as reasons the city was able to secure the top honor.

"Traffic also became high priority after a rise in collisions spurred the city to declare a state of emergency," a news release from Digital Government said. "Carlsbad embarked on a data-driven enforcement, education and redesign effort, including using analytics to pinpoint frequent collision sites, stats to track progress and public outreach platforms to encourage residents toward safer behaviors."

Digital Government said that the city's early-stage efforts produced a 40 percent quarter-over-quarter drop in injury-causing collisions.

"The city also built a shared high-speed municipal fiber network, saving on costs, improving bandwidth and laying groundwork for projects like a smart traffic light network," Digital Government said.

In total, 56 U.S. cities, including Carlsbad at No. 1 and Santa Monica at No. 10, were named as Top Digital cities in Center for Digital Government’s 2023 Digital Cities Survey for focusing their efforts on technology projects that impacted residents communitywide.
